Case #1 – Formative and Summative Evaluation / Policy Formation

Assignment – The United States/Canada/European Commission Program for Cooperation in Higher Education was established under formal agreements in the mid-1990’s to facilitate cooperation between the United States and the European Community, and between Canada and the European Community. The program is jointly funded and administered by FIPSE within the US Department of Education (United States), the Human Resource Development Corporation (Canada), and the Directorate General for Education and Culture (European Community).

Approach – Bosma Research International was contracted to conduct an overall evaluation of the US/EC Program to assess the overall effectiveness and impact of the initiative from the US perspective.

Result – The results of these evaluations are being used to determine the effectiveness and impact of the various programs as well as assist US, EC, and Canadian staff in the renewal of their international agreements.

Case #2 – Formative and Summative Evaluation / Needs Assessment

Assignment – The National Library Service for the Blind and Physically Handicapped (NLS/BPH) within the Library of Congress wanted to evaluate the effectiveness of the Braille Magazine Program and to determine the satisfaction of patrons with the program.

Approach – The primary task of the project was to determine whether the current selection of magazine titles met the reading needs of programs users. The project involved the development and administration of a mail survey (regular print, large print, Braille, and audio cassette) to magazine program subscribers, a mail survey to regional/sub-regional librarians, follow-up phone interviews with a select group of network librarians, and focus groups with program users throughout the US.

Result – The results of the project identified a number of areas in which the Braille Magazine Program was performing very well as well as areas in which the Program needed to focus future initiatives.
